What's new in 2026.09.16

This released is a bit rushed due to VRC breaking things.
Additions
- New settings to enable profile cosmetics in Settings -> Interface -> User Dialog.
- By default VRCX will use custom profile theme colours, an option has been added to disable this behavior in Settings -> Interface -> VRChat Profile Themes.
- Cosmetics can be individually enabled per section (sidebar/friend locations).
